OUS should be able to keep interest earned

Dear Editor,

I am writing to shed light on a serious issue concerning students in the Oregon University System. After years of disinvestment in higher education, it is time for the legislature to do something about it....

Ryan,

I think there may be a possibility of using interest earned by OUS to provide scholarships/tuition discounts to students. However, I know that if I was OUS, I would not want my interest to go directly back to the students. I may use it to make campus improvements, but it would be highly unlikely that I would give it straight back. Furthermore, you can't use Comm 111 as an example of students not being able to get into classes. Most of those students who are seniors have just put it off until the end, because they realize that it is a worthless class, and they don't really feel like wasting their time with it sooner.
