Opening the door to masturbation
Abstract:
Once when I was fourteen, I was playing cards with the neighborhood boys, and they started talking about masturbating. Actually, I think they referred to it as "slapping the salami." When I shared one of my own stories about masturbating, their reaction was something between erotic shock and disgust....

I had to take Psychology classes when I was in school, and I was assigned to study the topic. Our conclusions were interesting: We found that 0.8% of participants regularly practiced self-gratification and openly talked about it; 72.3% practiced but didn't talk about it; and 26.9% were lying.
The 0.8% subsection was generally considered boorish by their peers, and almost always had difficulty cultivating healthy social relationships particularly those of the opposite sex.

These days people are really a lot more enlightened about his subject, at least out here on the West Coast. It's not just in the area of masturbation that women are not really encouraged to be equals. The sheer number of women I have met who have never (I repeat, never.) had good sex with a partner is more than a little astounding to me. I was talking with one recently and we were saying that sex ed should go a lot further than it does and try to ensure people's future sexual experiences are good ones, not just safe ones. Vibrators can be fun, but those who use them regularly can get hooked to a sensation that partner sex (even oral, manual, etc.) cannot really replicate. Some people don't prefer sex with a good partner, and if so, the more vibrator the merrier. Some, however, may simply think good partner sex is not out there. Worse yet, they may think good partner sex is not out there for women. I have news. It is. And it's worth the effort and open-mindedness to find.

Speaking to your point about being scorned by religious leaders, the popular advocacy group "Focus on the Family" had an interesting statistic regarding self-gratification. Their founder, Dr. James Dobson, did much of his early work at USC; including a body of work surrounding child and human development. Dr. Dobson shared his conclusions from an in-depth study which analyzed self-gratification:
00.8% practiced regularly and talked openly to others about their private habits
20.2% practiced regularly but kept their private habits confidential
79.0% did not engage in self-gratification
The interesting observations are illustrated in the follow-up work: It revealed that the 79.0% dataset were lying, and the 00.8% was generally considered ill-mannered by their peers.
As to what the Bible teaches on the subject, there is only 1 passage which gives a hint. Paraphrasing from my scholarly Bible friend, "In the old Testament, there is a story where God was upset at this guy for spreading his seed on the floor instead of hooking up with a particular woman. Some people think this is a biblical condemnation of self-gratification. This is not true upon further investigation. God was upset because the guy didn't hook up. You see, at the time, there was a custom to procreate with your sister-in-law if your brother had died. Therefore, that leaves the reader with no clear instruction on the self-gratification topic".
