Oregon drivers required hands-free cell phones

The Oregon Senate recently approved legislation that requires drivers to use hands-free devices with their cell phones when operating a motor vehicle. House Bill 2377 will take effect on Jan. 1, 2010.

Given research shows that using a non-hands-free phone is a dangerous as drunk driving, why is the penalty less?

I for one am really sick of people either doing 15 mph in a 55mph zone or wandering across 'my' lane as they concentrate on chatting without looking where they are going - and why do so many people seemingly wait until they drive off to make a call?
